No, it is not. The fix in 5.2.3-1 is moving from firebird2 to firebird1.5. This bug, however is about moving from firebird1.5 to firebird2.0. 2->1.5 is only a name change (fb2 was actually 1.5) 1.5->2.0 is a major upstream change. firebird1.5 will be removed from the archive, please use firebrid2.0-dev. This bug is serious for a month now. Please change the two digits in debian/control. I'd actually do an NMU, but I am not familiar with php so can't do much testing of the result.
