Hi, You know we are going through transition with tex -> texlive.
You may file important or serious bug on debiandoc-sgml since this issue should be fixed there (instead of disabling pdf build for Korean which is easy but with no real benefit.) So I keep this bug as my reminder while working on real issues. So if this becomes really RC, let's disable PDF building for Korean then.
