What did you try to do? installing mono-xsp2?
The missing file is part of the package:
[EMAIL PROTECTED]:~$ dpkg -S /etc/default/mono-xsp2
mono-xsp2: /etc/default/mono-xsp2

How did you manage to not have it?

Well, this looks very broken to me, lots of dependencies are not
installed.

Without further comments from you what you have tried, I would say your
system is pretty broken, and that's not caused by the package.
