Updates to the stable release are only made infrequently. In between
updates packages that will be changed in the next update are collected
in stable-proposed-updates instead. If you want to get the updates
before they're released as a stable point release you need to add
stable-proposed-updates to /etc/apt/sources.list. Alternatively you
can install the package you're interested in manually - the update for
traybiff is available from:

http://ftp.debian.org/debian/pool/main/m/mozilla-traybiff/
