This is NOT a bug! Packages in contrib are allowed to need non-free stuff to build and it is not needed to be documented in the Build Depends line. It will actually cause more trouble than if it is listed as it never will pass the testing scripts. I think this is mentioned in the Java policy, but I'm not sure. The rules fix is however quite nice and may be applied but the control file should remain untouched.
