This is a issue different from the one reported in #429617. Please add your findings to the correct bug report, #429620. If grep DEBCONF /etc/exim4/exim4.conf.template gives output, you did not accept the changes to the configuration files that were suggested during installation. After that, you need to repeat your local changes.
