AIUI, sbuild does not handle trying alternative build-deps when the first in
the list is unavailable; and that seems unlikely to give the desired results
anyway, as it affects the reproducibility of autobuilds in that case.  You
probably want to change this to something like

Build-Depends: atlas3-base-dev [!arm], refblas3-dev [arm], lapack3-dev [arm]

so that the package can be built by autobuilders.

Since this package was previously built on arm, this is a release critical
regression, and this bug currently prevents getting bug #307171 fixed.
