The actual cause of the build failure was 64-bit related, which have
been fixed in 12.3.91-5.

Although the scrollkeeper error was harmless, I have also fixed the
build process to not call scrollkeeper-update during build.  This
error should be gone now.  Hence I am closing this bug.
