Please note that this fixes the FTBFS, although it does not fix the
bug itself - A test case is failing. 

Looking at the test case in question, however, I do think your
solution is right (in fact, I'm preparing a NMU and uploading to 7-day
delayed). Why is it right? Because this test actually sets up a test
server bound to port 8020 - And a package build should not depend on
network access at all.
