quagga binary currently depends on libssl0.9.7 (OpenSSL), even though it
doesn't build-depend on libssl-dev (how did that happen?)

Christian, you're clearly trying to remove this dependency
(debian/patches/remove_openssl.diff), but the patch applies to
configure.ac and you aren't running autoconf. As a result, configure
remains unpatched and the binaries are linking with libssl.

I've set the severity to 'serious' because quagga is licensed under the
GPL (without explicit OpenSSL exception), therefore linking with OpenSSL
makes it unredistributable.

On a side note, you really have to consider using dpatch or cdbs instead
of manually patching debian/patches.
Upgrading to debhelper 4 would be nice too - if you don't switch to cdbs
that is.
