It will do nothing good to have a dependency on libnspr4-0d. And the plugin should also depend on epiphany, kazehakase and galeon, but you'd had to first check in what directory they all look for plugins. It would be a good idea to check whether konqueror can use it, too, in which case it would be good to build against it.
As for build dependencies, i would use libxul-dev, make the required changes to configure.in to detect xulrunner-plugin and remove MOZILLA_LIBS from the LDFLAGS. The latter would be temporary, until I fix the xulrunner-plugin.pc file back (which has a dependency on xulrunner-xpcom because of #413964, which was better to fix in xulrunner than on its reverse dependencies). That would also require a review of the source to check if it really doesn't use xpcom and stuff like this. Anyways, as it is now, I would not recommend to NMU this package.
