Justification: renders package unusable

The .deb file includes /bin/cat and lots of other files (ia32-executables), 
which would overwrite
the default files from coreutils and other packages in an ia64 system (which 
are ia64-executables).
So dpkg denies installing the new version. Installing it anyways would result 
in having ia32
files for many important systemutilities which might slowdown the whole system.
