You've installed libcomerr2 from (an old version of) unstable; you will need
to either downgrade to the version of libcomerr2 in testing if you want to
install the testing version of comerr-dev, or upgrade to the version of
libcomerr2 in unstable if you want to install the unstable version of
comerr-dev.  Either way, this is not a bug.
