Subject: hal: Install-time script cranks mixer up while soundcard is in use

While installing hal, the initscript is run and hald is started.  This
cuased my machine to suddenly crank all the mixer settings almost all
the way to the top.

Since I was actually listening to music at the time, and my mixer
requires fairly low levels for safe operation, it increased the volume
levels *WELL PAST* what is safe.

This bug is easily capable of causing PERMANENT HEARING LOSS, not to
mention permanent hardware damage.

My ears are *still* ringing five minutes later.
