To the extent that anything depends on this library at all, there's no
reason that it couldn't be something in /bin or /sbin except that it's
unlikely for such core tools to be able to take advantage of MMX
instructions.  It's likely that this library is better suited for /usr/lib,
but since it should never have reverse dependencies within Debian *anyway*
(all Debian packages are expected to function on non-MMX systems without a
costly emulation library), it's rather difficult to tell, so I don't think
this should be release-critical.
