Package: perlpanel

Justification: renders package unusable

Perlpanel just installed, with default configuration, when run loops
using the whole CPU.
I don't really know Perl but from a quick session with the perl debugger
it looks like 
my $info = $self->{icon_theme}->lookup_icon(lc($icon), 48, 'force-svg');
in PerlPanel::lookup_icon always fails to return anything useful
and the program descends into infinite recursion looking for
a 'perlpanel-applet-missing' icon.
