This is not a bug in this package, but rather a bug in xfree86-common. See #295175.
lamont: If you have more of these mysterious "X headers can't be found, even though they should be there" bugs, pre-seed your chroots with xfree86-common, make sure it's in state "ii", and retry the builds. ...
