This is about Debian bug #267236: "cman: source package name confict!". I have Cc'd Anthony Fok, since he is the maintainer of manpages-zh.
Here is what I think has happened: first the was a source package cman that produced a binary package manpages-zh, maintained by Anthony Foka. Then Bastian Blank uploaded a new, unrelated source package cman that produced a binary package cman, but not manpages-zh (since it is unrelated to Chinese manual pages). When the new source package was accepted into unstable, it replaced the old source package and also made the binary package manpages-zh disappear. You'll notice that manpages-zh only exists in testing, not in unstable. If and when the old source package cman is updated and uploaded again to unstable, it replace the new source package cman. Then unstable will again have a manpages-zh binary package and the cman binary package will disappear. If and when the new cman source package and binary package enters testing, manpages-zh will disappear from there as well. What needs to happen is to change the name of one of the source packages. I have no opinion on which one should change, but it should be done in the next upload. manpages-zh needs to be re-uploaded to unstable in any case. If Anthony doesn't have the time to upload manpages-zh, since it is such a small package I'm willing to do an upload to unstable (and change the source package name to manpages-zh).
