Policy say at 9.3.2

These scripts should be named /etc/init.d/package, and they should
accept one argument, saying what to do:

start
    start the service, 

stop
    stop the service,

We already discussed this, and a release manager even explained why you
are wrong. I have nothing else to add to what it has been said, if you
disagree with it then take the issue to the CTTE.
