Can you try at least upgrading libkrb53 to the version in testing? Also, libkrb5-17-heimdal, if you have it installed.
That actually fixed the problem. libkrb53 was the latest from testing. Upgraded libkrb5-17-heimdal to the version in testing, and apache now starts without problems despite which order the modules in php.ini are included. Below is a snippet from apt-get which explains the old and new versions of the libraries upgraded. Thanks!
