First, sorry if this bugs is not a grave problem, but since it seems
that debconf can't preconfigure package anymore, it can break
installation of packages which are installed/upgraded with this version
of debconf, and it could be really serious I think. If it's not grave,
please, sorry again and decreas the severity.

I upgraded debconf today, then I upgraded some other packages, but
preconfiguring fails with this error :
