Hi, klipper is an small applet that does not show up as a window. Instead it "lives" in the panel, as described in http://docs.kde.org/en/3.3/kdetoys/kteatime/how-to-use.html.
(BTW note that it seems that nobody took care of sending the bug report to upstream -- that is bugs.kde.org.) In private communication Helge K. suggested to change Recommends: kicker to Depends: kicker I agree with him. Please note that other packages might have the same problem with the dependency as well.
