libxft-dev (for example) includes a .pc, but it doesn't depend on pkg-config.

gtk I can agree to, but as gaim provides a .pc file, it seems like
that is the supported way to get such information as the path to
gaim's include files and any secondary dependencies of gaim (glib-2.0
in this case).
