The page which is referenced in the /usr/share/doc/mantis readmes isn't helpful as it sugests to recreate new database. However I'm not a MySQL admin and I was unable to recreate database AND get my data back into it. Probably a *detailed* upgrade howto or, even better, a script which modifies database would solve this problem. So far, for people not experienced with MySQL it's impossible to upgrade from 0.17 to 0.19. I just lost two hours fighting with it and gave up.
