So sane cannot be used anymore as normal user as only root can write to the files on /proc/bus/usb/* With 2.4 it was no problem as sane was reading /dev/usb/scanner*. This devices could be set to permit several users or groups to full access. The /proc is a virtual FS and morover /proc/bus/usb is a own virtual FS. So setting the permissions for one device not work over a reboot. And morover you have to permit access to all devices as you cannot know which will be the scanner. I'm not realy sure if this can be handled by sane as the issue that the scanner module is removed from the kernel makes to brake all scanners on usb. (Except you scan as root which is not prefered and xsane also complain about...) But if sane should work also on newer systems with kernel 2.6.* it should be a way to handle this.
