The nn.po files have declarations of ISO-8859-1 encoding:

$ grep -m1 charset */po/nn.po
gettext-runtime/po/nn.po:"Content-Type: text/plain; charset=ISO-8859-1\n"
gettext-tools/po/nn.po:"Content-Type: text/plain; charset=ISO-8859-1\n"

But in fact, they contain UTF-8 text:

$ file */po/nn.po
gettext-runtime/po/nn.po: GNU gettext message catalogue, UTF-8 Unicode text
gettext-tools/po/nn.po:   GNU gettext message catalogue, UTF-8 Unicode text
