I have been able to reproduce the annoying output when searching for
dblatex pages within the Debian help system.

When experimenting, I succeeded in getting UTF-8 encoded output just by
using the XHTML instead of the HTML DocBook stylesheets:

    perl -pi -e 's{/html/}{/xhtml/}' docs/Makefile

As however the HTML documentation is part of your upstream package, the
change should be applied there.
