Hi Derek,
Here's a bug report from Debian. It seems to be referring to scrolling
the contents pane using the arrows on the scroll bar. In that case, it
does scroll slowly (much slower than the main document area).
Any example PDF with a lot of contents entries will do; the example URL
just happens to be a big (7Mb) document.

ex. http://documentation.openoffice.org/manuals/OOo2.x/user_guide2_draft.pdf.
Scrolling in the left pane (table of contents) is very slow, about 1
line/second.
