We've got that bug report a few month ago. I've tested that with the
teTeX beta 2.99.7 and

dvips(k) 5.94b
kpathsea version 3.5.3

and still this is wrong. When reading the man page I've got some
other results (not correct either). Yes, that beast states in huge
letters, that it is obsolete, but maybe we can fix the numbers there
too.
Please review the others numbers in the info page too, as I can't
evaluate if these statements are correct.

The following masks are incorrect:

128  Reads: Config files            Actually is: Memory allocation
256  Reads: Partial font enc...     Actually is: Config files
