As part of a general goal of making Debian bootstrappable we are
ensuring that the base system cross-builds properly.

When cross-built using sbuild --host=<arch>
or plain
dpkg-buildpackage -a<arch>
diffutils calls the wrong strip so the build fails right at the end.

This patch fixes that.

I remember a similar problem with another package. I suppose this
would not happen if diffutils used dh.

Considering that a lot of packages use debhelper, is it right to think that adding debhelper to Build-Depends does not make it less bootstrappable? (I'm considering a switch).
