No, it has been removed from sid/testing [1]. This is why I sent this bug report because I wanted to install it on my laptop (where I don't do CVS) and found that I had to install tkcvs to get tkdiff. Thanks PS: Strange thing though, I'm not able to find it by "apt-cache search tkdiff" but p.d.o shows its in sid [2].
