Hi Nathan, I'm not sure what you're describing is a bug in deluge... in gnome I have the very same behavior, and it is what I actually expect: deluge is open in workspace 1, move focus to workspace 2, click the tray icon, now deluge is flashing on the bottom panel, click it to get back to workspace 1.
