texlive-binaries_2009-12 fix the bug, but since we experience it, it does not seem to migrate to testing. Personally I have installed it on a testing distribution and there is no dependency problem and it works well now. But it took some long time where I could not use tex (most of my documents use xelatex styles), and I have spent some long time to try to play with fmtutil and udpmap before finding the bug reference.
