Changelog for the current release reads:

But if you look at the build log, there is no call to dh_python2. One
can see this instead:

| dpkg-gencontrol: warning: Depends field of package python-mailutils: unknown
substitution variable ${python:Depends}
| dpkg-gencontrol: warning: Provides field of package python-mailutils: unknown
substitution variable ${python:Provides}
As a consequence, Python modules shipped in python-mailutils are not
byte-compiled.
