By chance I stumbled over 2to3 and ran "man 2to3". The man page,
hoever, is *very* brief, not even mentioning python itself:
NAME
       2to3-2.7 - manual page for 2to3-2.7 2.7

SYNOPSIS
       2to3 [options] file|dir ...

OPTIONS
       -h, --help
              show this help message and exit
...

See man-pages(7) for an explanation how a typical man page is set up. 

Please use the SYNOPSIS line to (briefly) tell what 2to3 does and the
DESCRIPTION section to give a few paragraphs worth of explanation of
the programm.
