The latest trac (1.12.3) includes jQuery 1.4.4. It seems that the change in 1.12.3 only required an update of jQUery and no other code so perhaps a libjs-jquery-1.4 will suffice.
That would require a new libjs-jquery-x.y.z package (new queue and all that) when changing from Trac 0.12 to 0.13. Naming it libjs-jquery-trac would make the change easier (no new queue involved, only new package version).
