as mentioned in email, exporting CFLAGS etc. in debian/rules overwrites Hotspots CFLAGS. You only have to export/set these for jamvm and cacao (and the pulseaudio stuff). The proper solution would from my point of view is to set these in the IcedTea Makefile when configuring jamvm and cacao (or make these aware of EXTRA_* as well).
