It would be useful if the package supported DEB_BUILD_OPTIONS.

As it stands, the Makefiles appear to have the build options wired in,
so that they don't even use, e.g., CFLAGS if it is set.

Probably closely related to #657656.

My main concern is the files in src/c.  It's not clear to me whether,
e.g., -g should affect the icon, shell and awk scripts, and if so, how.
