As documented on the Debian Mirrors website, rsync alone isn't enough. Some files need to be synced in a specific order to avoid user disruption during the sync process. "ftpsync" is the name of a script that, despite what its name may suggest, uses rsync in the right way to create and sync a Debian mirror. It takes care of creating a trace file which is needed for proper monitoring, among other things. You can find the latest version of ftpsync in the project/ftpsync/ directory of your mirror.
