That's not correct. The patch actually rips out the whole "promo" subsystem, including the background downloading mechanism and click reporting. The comment you are referring to in the upstream bugtracker was just mentioning that the proposed solution - disabling the promo display on the new tab page via preferences - does not prevent downloading.
