i can't reproduce the problem with my sshd (openssh), it immediately
responds just fine. what type/version sshd is involved in your case? 
if it's under your control, can you run it in debug mode? when running
mine with -d, i see the messages
     debug1: SSH2_MSG_KEXINIT received
     debug1: SSH2_MSG_KEXINIT sent
as expected and immediately back-to-back every gigabyte or so.

but regardless of that, just waiting 20 packets doesn't conform 
to the ssh rfc, which i've reported to paramiko's maintainer in #660738.
