As Christian explained, the normal workflow for a Debian user is to
report a bug against Debian BTS, then the maintainer checks if the bug
is related to the packaging and if not, he should forward the bug
upstream. The rationale behind this is that we can, as a distributor,
applies patches and introduce bugs of our own. Moreover, we don't want
our users to have to search for the appropriate place to report bugs.

Unfortunately, as a maintainer, I may fail to forward the bug to the
appropriate place.
