mpstat -P ALL 1 reports cpu's at 0% idle when top (press 1 in top to view all 
CPUs) 
does not show the same condition.  When this occurs, mpstat shows zeros for all 
columns.
Take a look at the last 2 lines of output below for CPUs 6 and 7...if its 0% 
idle, shouldn't
there be corresponding activity elsewhere i.e. in usr, or sys, or iowait 
reported on the same line?

I see this occurring on several of my systems.  On another quiet system running 
squeeze with 24 cores,
several CPUs (7-12) are constantly being reported incorrectly as 100% idle, 
while top shows
them all between 90-100% idle.
