This is because sudoers changed from ad-hoc handling to being a conffile as of 1.7.4p4-5, which is between squeeze and wheezy. I'm fairly confident that the current packaging implementation in concert with a paragraph in the wheezy release notes is as good as we can or will get at handling this transition. Practical suggestions for improvement would of course be welcome. I'm downgrading the severity of this bug to wishlist.
