Hello, As mentioned in the Ubuntu bug report, this behavior seems in accordance with the Debian Policy : http://www.debian.org/doc/manuals/securing-debian-howto/ch12.en.html#s12.1.12.1
I'm not really convinced we may considered that as a bug, however it should be reported to the Debian Policy (i don't know how) rather than to any package.
