this applies the debian package 1:1.5.1-2. I just reported it from ubuntu.

Well, depending on gcc sounds better to me that depending on dpkg-dev.
Besides, it doesn't have to be Depends. If anything, Suggests would be
sufficient. As far as I understand it, the module in question is
supposed to help building extension modules, so you could assume that
gcc is installed if someone tries to use it.
You could silently skip adding multiarch paths if gcc is not found (or
if it doesn't support -print-multiarch), and it would still be better
than the status quo.
