I just ran into this myself on Apache/2.2.16 (Debian) I can't unload the module because I use it, so I worked around the bug by disabling the module in the folders where I want to use valid-user. I'm on a huge server with a few hundred users, and the idea is that the users them-selves don't need to set up group authentication, so I just put "AuthGROUP_Enabled off" inside the <Directory ..> for each user (I use sqltemplate, so it was an easy job).
