Because I think other files are not used in our engines at present.
If you need the files, you could file a bug.
However personally I may not think the request or fix is important since each distribution could copy or delete the necessary files in the the spec file during the build.

BTW, we try to upstream xkb engines into ibus 1.5, which set the xkb keymaps 
directly instead of the ibus keymaps.

Enabling of these may cause package conflict with ibus-xkbc but that
should not be the reason to exclude these data.

This should allow enabling dead key for German?  Or is there any problem
with it?
