Both files are compressed and they are newer in uncompressed form (on the file system or in the memory). I suppose the spared space is not that big if you measure the gzipped files? BTW, isn't the size of the installed udebs of console-setup in their current form smaller than the alternative size with kbd-chooser? Not that I am opposing your work, I am just curious if there is something I don't know.
