As far as I can see, qemu works with default boot roms provided by
ipxe package just fine.  Why do you say some additional padding is
necessary?

This package (etherboot-qemu) is not used by current qemu or qemu-kvm,
instead, qemu links directly to ipxe boot roms, so such a package isn't
really necessary.  Etherboot-qemu created in order to reduce number of
boot roms provided to the ones which are actually used by qemu, since
etherboot provided way too many bootroms in a large package.  In ipxe
package the amount of roms is reduced dramatically (since only "base"
rom images are built).

But we can obsolete etherboot making it (and etherboot-qemu) a
transitional packages.
